Why are collars not allowed?

I know that it is for the safety of the dog but are there known instances of dogs being hurt by a collar snagging on something?  Other than the cotter pins on aa dog walk which occasionally point up, I can't figure out what else could happen.  It has been a topic of debate at a club I belong to

I'm not speaking for anyone regarding this rule.  But I was at a seminar one time and saw a medium to large sized dog get kind of cock-eyed before going over a jump and he somehow got his collar snagged on the metal jump upright.  I don't know how that happened - but it did and it was a scary looking tumble for the dog and the jump.  Dog wasn't hurt but could have been.

I have seen dogs get the jump standard caught between their neck and collar, running in a panic with the jump attached to their neck and with the jump cups pushing in on their neck and shoulder. I have seen this more than once and it is a terrifying experience for the dog, not to mention the owner and everyone watching. It is particularly bad because it is very difficult to stop the dog who in full panic is trying to escape the jump that is hurting them.

 I've had one of our dogs catch a collar on a jump standard at practice which pulled the jump down and scared her.  We had trouble catching her since the jump standard was then attached to her and banging into other equipment as she tried to get away from it.  I've also seen something similar happen in another venue where collars are allowed. Over the years, I've witnessed some falls off the dog walk where the dogs collar could have gotten caught on the rod holding the ramp to the top plank had the rod been rotated improperly (sometimes they just rotate through repeated vibration).
