Dear all - can a dog qualify for 2018 pre-elite champs if they have more than 100 elite points in all classes except Regulars?

Yes.   Regular is the only class where the 100 point elite limit applies

And, if a dog has more than 100 lifetime points in Elite Regular, but doesn’t have the requisite Open/Elite points in Chances, then that dog doesn’t qualify for either Elite or Pre-Elite - correct?

They technically don't qualify, but depending on the number of entries from those who have all the qualifying points, you may be offered a 'second chance entry'.

Again, depending - but I got an invite last year, in spite of not having the chances portion of the qualifications.  Couldn't go, and didn't expect the possibility so didn't have the vacation time or money available, but it was a pleasant  surprise.

That is correct.   With the exception of second chance entries like BeckyAH mentioned
