Its been years since I registered my dogs and I have forgotten how things work for that! I have a friend who wants to try Nadac in about a week and a half, can she go online to register and will she get her number immediately there online?

Yes.  And your friend can pay via PayPal or send a check.  Just make sure she writes down her number until she gets her card.
