VT Substitute jump for hoop?

Setting up a VT course but are short 2 hoops, is it permissible to use jumps instead of hoops for these 2 spots?

Yes but the jump bars have to be set at actual jump height.  If a bar is dropped you will be faulted.

Can you go the other way and substitute a hoop where a jump is supposed to be if you're short on jumps?

No.  Replacing a hoop with a jump adds challenge to the course.   Going the other way takes that challenge away.
