Run Index calculation

Can someone explain just how the Run Index is calculated?  The explanation in the Regulations is not very detailed .. it says that it is a comparison of the dog's performance to the "average performance of all the other dogs in that class and jump height over the past year."  Is that average computed over all courses of a given class, and over all NADAC trials?  What would be an "average" value for the RI?  My dog has a number of runs with an RI of 111.00 -- is that the maximum value of the RI?
